The connection between Chapter 7 and the 4th theme is very obvious. If you design something to be uniform, consistent, and have meaning to the user it provides an ease of learning. Allowing for you to pick up on the layout quickly and get going with what you are there to do. A great example of this is Craigslist. It has uniform columns and rows, is consistent with its use of hierarchy, and has very little chrome.
