Uniformity and consistency are both important for new users trying to use something. If they finally learn something and then the next task they try to do has to be done completely differently, they will get confused and frustrated. A quick and easy example for designing for meaning is how the whole Blogger site remains mostly beige, but links show as blue and buttons show as different, bright colors that stand out against the rest of the page. This way users can easily see the most important of their options and learning how to do things will be easier. Also, the uniformity of blogger helps users get used to where things are and how to do things as well as helping buttons stand out by being different.
